Meeting Minutes
President Billy Franke called the meeting to order.
Tim Owings led the pledge of Allegiance and the invocation. Margaret Woodward introduced our guests and visiting Rotarians. Last week’s CART sponsor Brenda Durant and the outside challenger, The Frame Shop, raised $260.16 for CART. This week’s CART sponsor is Butch Widdon and the outside challenger is Baird & Company. Greg Deloach gave the Sunshine Report.
President Billy made the following announcements and presentations:
- President Billy reminded the club to sign up for the meeting with Rotary International President John Germ. The meeting will be held at the Marriott on February 15th.
- Membership Committee Chair Sue Parr would like for her committee to meet immediately following the club meeting.
- The tour of Plant Vogtle will take place on October 27th and there are still a few open seats available if anyone is interested.
- President Billy reminded everyone to keep our GRSP student, Zsolt, in mind if you have any upcoming activities.
Ed Presnell introduced our guest speaker, club member and City Administrator, Janice Jackson. Janice gave a very informative presentation on the Special Purpose Local Option Sales Tax, which is more commonly known as SPLOST.
This is not a new tax, but is an existing tax that must be renewed by the voters to keep it from expiring. The SPLOST funds can only be used for capital improvement projects and are prohibited by law from being spent on operational expenses. Several examples of SPLOST projects include the judicial center, the law enforcement center, and the Augusta Public Library just to name a few.
Ms. Jackson explained that over 50% of the tax is paid for by consumers who reside outside of Augusta. If voters do not approve the tax, capital projects will have to be put on hold until funds can be raised in other ways. Property taxes are typically only 10% of the entire SPLOST tax and, therefore, are not a realistic replacement for SPLOST funds that are voted down.
Ms. Jackson closed by taking questions from the audience.

President Billy led the club in the 4-Way Test and adjourned the meeting.
